Most window sills are made from reinforced concrete.  Passive sills are made from dense polystyrene.  Concrete sills allow for poor thermal bridging in that the heat can escape through them.  The passive (polystyrene) sill insulates around the base of the window, not allowing heat to escape.  Passive sills are lightweight and easy to install.  They are traditional in appearance and can be painted.
